A modest town in Latvia's Latgale region, Kārsava sits on the left bank of the Rītupe river close to the Russian border, with several ancient Latgalian hillforts in the surrounding area. The St. Petersburg–Vilnius railway brought rapid growth in the 19th century, and a Catholic church built in 1763 still stands in town. Before World War II, more than a third of the population was Jewish; the vast majority were killed in the Holocaust.
