Planned from scratch in 1989 as the capital of the newly created state of Tocantins, Palmas is Brazil's youngest state capital and the last fully planned city of the 20th century, its layout modelled on Brasília's grid of wide central avenues and symmetrical parks. The 2002 completion of the Lajeado Hydroelectric Power Plant on the Tocantins River created a large reservoir that now gives the city waterfront beaches, with the Serra do Lajeado hills visible from the urban centre.
