Tornio
Finland
Founded in 1621, Tornio is the oldest city in Finnish Lapland, sitting at the mouth of the Tornio River on the Gulf of Bothnia and forming a cross-border twin city with Sweden's Haparanda. The walkable centre has a good spread of cafés and restaurants, and the city is primarily a summer destination — many businesses close in winter without always advertising the fact. The northern lights are visible from here in season, and the wider Lapland region holds several UNESCO World Heritage sites.
