The seat of government for the Commonwealth of the Northern Mariana Islands since 1962, Capitol Hill is a small settlement on Saipan with an unusual Cold War origin: the CIA built it in 1948 as a covert training base for Nationalist Chinese guerrillas. Today it houses the Governor's Office, the Legislature Building, and several government agencies, and sits close to both the water and the island's interior mountains via the cross-island road connecting Tanapag and San Vicente.
