Sitting on the eastern shore of the Paraná River in Argentina's Entre Ríos province, this city is known locally as the "ciudad paisaje" — city of landscape — for its extensive parks, green spaces, and the wooded bluffs along the riverbank, including Parque Urquiza. It served as capital of the Argentine Confederation from 1854 to 1861, and in 1994 co-hosted the convention that reformed Argentina's national constitution alongside neighbouring Santa Fe, connected by an underwater tunnel beneath the river.
